I think this happens not because of your account limitations but is restricted within VSM intensionally. According the message you've got, the manual incomming email test using MAPI could be disabled for security reasons.

So you have to check the real processing of incomming messages to see if it works. You can review VSM server application log and/or the trace of polling services to find any errors.
